It was renamed in 1999 as \u201chigh value, low impact,\u201d \u201ca subtle but significant shift\u201d indicating that the government was prepared to welcome more tourists, although \u201ccultural and environmental\u201d values should be preserved. In 2005, a document called \u201cSustainable Tourism Development Strategy\u201d \u201cplaced greater emphasis on increasing tourist numbers by using the country\u2019s culture and environment to promote Bhutan as an exotic niche destination attractive to wealthy
